A memo that names its conclusion but not its inputs cannot be re-derived, only re-argued. List the input references a decision rests on, name the option chosen and the approver of record, and this tool checks the reference set against a frozen completeness rule and stamps memo and inputs into one key. Re-running the same references reproduces the same key and the same hash.
