A scenario is certifiable when the constraints behind it are written down and unchanged. Enter the scenario identifier, the constraint labels it was built under, and the certification digest published with it, and this tool checks the constraint set against a frozen minimum, recomputes the digest, and tells you whether the scenario in front of you is the one that was certified. Re-running the same constraints reproduces the same digest and the same hash.
